Our Vision
A safe and integrated transport infrastructure network for a prosperous Vanuatu.
Our Mission
The Ministry of Infrastructure and Public Utilities (MIPU) aims to ensure the prosperity of all people of Vanuatu. It will provide the high-quality infrastructure and services needed to support the country’s economic and social development.
In pursuing this mission, the Ministry will:
- Maintain and upgrade transport networks to serve all rural and urban communities through inclusive and effective partnerships.
- Implement safety and security systems in compliance with Vanuatu laws and
international conventions.
- Provide leadership, governance and the necessary legal framework to ensure effective infrastructure development.
- Utilize resources and assets efficiently while adhering to principles of accountability and transparency.

- The Public Works Department will change from an operator of road assets to become a manager of road networks. It will continue to develop policies, strategies, and frameworks to support this paradigm shift. In addition to roads, it will be responsible for managing the maintenance of provincial airfields and buildings in support of related
POLICY OBJECTIVES
The policy objectives provide overarching guidance to all of the Ministry’s inclusivity activities.
It is the policy of the Ministry of Infrastructure and Public Utilities that it should:
- strive to be a workplace that is inclusive, diverse and fair for all employees, contractors, volunteers and ensures access and equity in employment, training and promotion opportunities
- endeavor to provide the highest possible level of service to the community and to ensure that all working activities are delivered keeping in mind the need to provide accessible and inclusive services to the Vanuatu population
- acknowledge that everyone should have equal opportunities to participate effectively regardless of age, gender, culture, race, economic circumstance, disability, religion, family responsibilities
- aim to increase opportunities for people, especially disadvantaged groups, to engage in all aspects of the community and to work their way to a better life by developing policies and programs that can support individuals to do this

It is with a deep sense of duty and commitment that I present this overview in my capacity as the Honorable Minister of Infrastructure and Public Utilities (MIPU) for the Republic of Vanuatu. The Ministry holds a pivotal mandate in shaping the physical and functional foundation of our nation—one that is critical not only to advancing economic development through improved land, sea, and air transport infrastructure, but also to strengthening climate resilience, promoting social equity, and ensuring sustainable, inclusive growth for all Ni-Vanuatu.
In alignment with the National Sustainable Development Plan (NSDP) 2016–2030, the Ministry’s priorities are geared towards enhancing connectivity, improving access to essential services, and delivering infrastructure that withstands the increasing impacts of climate change.
Key focus areas of the Ministry include:
- Transportation Infrastructure: Upgrading and maintaining core roads and feeder roads, bridges, airstrips, and maritime infrastructure to improve mobility and stimulate economic activity across all six provinces and area councils.
- Public Works and Resilience: Ensuring infrastructure development integrates climate adaptation and disaster risk reduction principles to safeguard our communities and environmental assets.
The Ministry acknowledges the ongoing contributions of our international development partners and regional institutions, whose support is crucial in delivering high-impact infrastructure projects. The Ministry is committed to transparent coordination, sustainable practices, and capacity building to ensure that infrastructure investments have long-lasting benefits for our people.
As we look to the future, the Ministry remains firmly committed to a collaborative approach—working hand in hand with other government ministries, provincial authorities, communities, and development partners to deliver infrastructure that empowers, protects, connects, and unites. Across all six provinces, our dedicated technical teams are on the ground, committed to turn plans into measurable outcomes and realities. Their work consistently reflects our shared vision for national development. This is made possible by our patriotic spirit of teamwork. It is this spirit of unity and shared purpose that drives the Ministry’s vision, mission and strengthens our service to the people of Vanuatu.
